We are in the process of analyzing the latency and one thing we confirmed is 
that the time taken is external to our systems. From the time it hit the client 
application site with the service ticket till the time it is validated is in 
sub seconds. 

And also from the time we get the right credentials till the time we create an 
ST is also in sub seconds. 

But the round trip made in the redirect is the one unknown where we can not 
quite say what is taking so long. 

We have users spread across several geographic locations and there is no 
control over what kind of network they use, some could as well be using dial up 
or some handheld device which works on 3G with weak signal.

No matter what, the expectation of users is as long as they are patiently 
waiting the app should eventually let them in. 

That is one thing I am unable to figure out how.
