I think it's reasonable to mention it, though I would like to avoid mention of frequency or phone specifically. In my mind any synchronous medium, which could include in-person at conferences, is suitable. How about the following text: The committee SHOULD make an effort to communicate occasionally through a synchronous medium (i.e. phone, video chat) or in person (i.e. at conferences) as time and opportunity allows.
