I think it *can* be, but it may not always be the best choice depending on
your environment. If you're running one Tomcat container per web
application, and multiple web applications per machine, an Apache server
comes in mighty handy.

Ultimately, the HA section may need to get more vague/generic as it gets
above the Tomcat layer (i.e. we can't describe every load balancer scenario
in explicit detail, nor can we tell you if Apache makes sense in your
environment).  We should make sure we document all of CAS's high
availability options (and maybe invite some people to contribute their HA
set ups along with commentary on why they made their choices?).
