[casper] UDP Server for XPS iBOB base

Hi All,

Andrew and I have put together a memo for the XPS iBOB base UDP Server.  
It's on the casper wiki (casper.berkeley.edu/wiki) under 'memos.'  The 
new UDP version of XPS_iBOB_base.zip is also on the wiki under 
'downloads.'  The server should improve performance and decrease memory 
footprint of any IBOB lwip designs.  If there's any questions, please 
let me know.
