Hi, We have machines with WinXP 32-bit, Matlab R2007B+ and ISE 10.1.03i with EDK/SysGen. The key is that Matlab&Simulink and ISE versions are tied together. This page gets updated with new ISE releases and should be followed: http://www.xilinx.com/support/answers/17966.htm
