Thanks Dan, that was very helpful. I found Radian makes a passive heat sink that can be a snap on replacement for the fansink.

On another topic, is there a Bill of Materials available for the SFP+ Mezzanine Card?
We are looking into making a similar card as part of the PAPER project.
