As far as I can tell you applied the patch correctly to mlib_devel but the change hasn't taken effect. Are there multiple copies of mlib_devel on your system? Are you sure you applied the patch to the mlib_devel you're actually using?
Also, I'd recommend using the latest version of sma-wideband/mlib_devel if you can. This has been merged with ska-ska/mlib_devel and has this change built in.
