I think we can assume developers have javascript enabled. If they don't; the
layout gracefully degrades, so they can still use it.

I actually like a lot the colour scheme that Henrik is proposing, and
I disagree that we should stick with something similar to what we
currently have.
I don't like the overuse of accordions on the front page, but I agree
with the use of javascript(jQuery) to put a bit of aliveness on the
homepage. And if the user doesn't have javascript enabled, then enable
it! (I think you find surfing the web without javascript enable quite
a painful experience nowadays).
