That download all link looks better. Where that content box lands on the fold definitely will vary with screen resolution, but in general you want it to be as high as possible no matter what the screen resolution. Most developers have big displays, but this sort of thing is most important to the non-developer audience such as a manager who is looking at the project because an employee or consultant wants to use it.
As far as the tabs go, I don't really have anything handy at the moment to do a mockup but in general, I'm imagining a similar box with tabs like this - http://developer.yahoo.com/yui/examples/tabview/datasrc.html. I'm sure there is an equivalent jQuery plugin to do this if you don't want to also go with YUI.
