I have an 85 C27 TR with Edson steering. There is an adjustment down in the pedestal to tighten up the throttle. I had this problem with mine and used bungee cords, etc to deal with it for a while. My compass was bad and while replacing it, I dealt with the throttle issue.
Its not a technically complex job, just a pain to get to the adjustment. If the compass is hard wired, you may have to disconnect it. Then, there are 4 bolts to remove to get to the throttle adjustment. As I remember, there is a set screw on the throttle shaft that you tighten to deal with the slippage. Its about a 2 or 3 beer job. If you have some help and there is enough slack in the compass wiring so it doesn't have to be disconnected, it is a little easier. The biggest issue I had was getting the bolt holes lined up to get the bolts back in.
