This problem started gradually several years ago and since I almost never have the need to exceed 2200 rpm (anything over that does little for boat speed), I haven't considered the problem worth addressing.  That's still the case but at some point I suspect I'll have to and now that's it's on the "hard", I'm considering some of my alternatives..  It may just wait another year.....  I'm resonably certain the tach is OK......since boat speed and RPM's match the same as always.

Mike, is that 2200 in gear or neutral?  I recently had that problem in gear and found 200ft of fishing line wrapped around the prop.
  If you are still getting usual boat speed under power, it could be your tach.
  Soot on the transom is not unusual for your model, since the exhaust is under water when under way.
  From what I have been told, bad injectors usually cause starting problems.  Any diesel repair shop should be able to rebuild injectors for a fraction of the new price.  Be sure to replace the washers with new ones.
