John, I suspect you have non-standard sheaves, and at the very least are missing the aluminum divider plate. The configuration in the C27 exploded parts draw show a 4 sheave mast head with a divider plate. I don't have any C27s to look at but this is typical to the C270, C25, and C22 construction.
