John,

I suspect you have non-standard sheaves, and at the very least are missing
the aluminum divider plate. The configuration in the C27 exploded parts draw
show a 4 sheave mast head with a divider plate. I don't have any C27s to
look at but this is typical to the C270, C25, and C22 construction.

According to the Owners Manual drawing 4.1.6, the dimensions for three
sheaves are identical, two jib halyards forward, and one main halyard
aft. Yet the opening for the single main halyard sheave is the same as
the two jib halyard sheaves. I don't see anything to keep the halyard
from binding up as it did.
