If it's true that the issue has already been resolved (last year, as Ken suggests), perhaps the city should take a cue from other regional entities (the State Parks, the Finger Lakes Land Trust, the Finger Lakes Trail Conference, the Arnot Teaching Forest, etc.), and just post the rule (whatever it may be) at the park for all to see.
