Well, i consider both ASA firewall and IPS the core sections, as i have a
strong feeling to see an Inline IPS.
Thats why, these two sections are on the top as they are needed for
connectivity and do , for example AAA.
And yes, VPN section, if general information is to be believed is heaviest
and involves troubleshooting.

If we get everything else out of the way ( which is less tiring ) we can
arrive at VPN with relatively fresh mind and ample time. At least this is
what I believe in.

Well, we will see, as i have lab in 10 days :)
