Kings, IMHO I dont think theres a right or wrong answer to this. For starters theres no way you can know up front before the lab, how many questions you will have for each topic in your particular exam.
You need to able to do dynamic time mgmt, based on the specific lab given. I think you can get too hung up thinking Im only gonna spend so much time on this or that. You could say im gonna spend an hour on ASA's and 45 mins on vpn for instance, but what if the questions for vpn are longer and more in depth, it basically blows it out the water. The best thing is to get practicing your time mgmt in every practice lab you do. Base your lab on completing all the configuration in 6 - 6.5 hrs and leave 1.5 - 2hrs for verification. Sometimes you will achieve this, others you will not. If you can get your self into an organised approach to each lab in practice you wont be worrying about this so much in the real thing. If you want to set more specific times, to give yourself a guideline then just divide the 6.5 hrs by the total number of questions to get yourself a base time per question. The real key to time mgmt is knowing when to leave an issue and move on, and come back to it later. This is probably the hardest thing to do when your under pressure, but its what pays dividends in the end.
