I had the same issue in the past.  I was able to update the firmware using a 
CME box, but Call Manager never worked.  Ended up doing a RMA for three 7936’s 
with this issue so that they would boot and register with the Call Manager.  It 
was basically a bug with the 7936 being at an older firmware version.

I have done everything and more what you guys have mentioned below.

 

One strange thing is that I am not seeing any TFTP requests from the phone at 
the gateway/switch when it reboots.

 

I just want to upgrade firmware without using call manager.

 

One more thing, other 7936 phones hooked into the same port works fine.

I think if somehow I can upgrade the firmware, I may resolve the issue.

If you have put a newer image on the cucm server make sure you have restarted 
the tftp service. The server will not recognize new files until the service has 
restarted.
