There is a difference between allowing routes to be advertised by EIGRP (Network command) and allowing EIGRP updates to run across interfaces. The link between Cat1 and Cat2 only really needs one of the VLAN's to carry the updates, but all subnets need to be added into the EIGRP process.

But the question in concern did not mentioned anything about the type of routes expected. Is this interpretation plausible or somewhere somehow my interpretation skills sux, as with my english too.
