I have not faced it myself. Looking at a discussion on that bug, it appears to happen when the WLC Management interface MAC address and the burned-in address are not the same. If you look at the MAC address in *show interface detailed Management* and in *show mobility summary* (before adding any other WLCs,) it should be the same. If it's not, then you could run into that bug. It appears to be a fairly rare occurance, but it could potentially be an issue on the lab. I guess I would use WCS. Then, if the status between two or more WLCs is still down, look at the MACs.
