Good find!  This also confirms one thing about HREAP/FlexConnect APs - the
native VLAN specified on the AP config doesn't really matter, other than to
specify what is untagged coming from the AP to the switch.  The switch was
sending tagged VLAN 113 frames to the AP, which would not see the "113" and
go "hey, that's my native VLAN, let's use it for management."
