One of the cheapest decent Windows options is likely to be Tamosoft CommView for WiFi: http://www.tamos.com/products/commwifi/
Something around ~$430 if they're still running the free adapter discount deal. Otherwise $3k - $4k for AirMagnet and Omnipeek's offering. The other option would be to try the 'flaky' Monitor Mode support that some adapters have in Win7. Some adapters work with Microsoft Network Monitor in Win7 but my experience hasn't been great in this regards. If you manage to find an adapter / driver combo that works well, this may also work in Wireshark in Win7. Or as George suggested, Wireshark in Linux / OS X.
