The Board of Executives shall be entitled to represent the Chapters inside as well as outside the Court of Law in respect of all matters and in all events, to bind the Chapters with other parties and other parties with the Chapters, and to undertake all actions, both regarding management and ownership, however with the following limitations:
a. To borrow or lend money on behalf of the Chapters if the total loan in one transaction exceeds Rp. 500,000,000.- (five hundred million rupiah) or equivalent to that in any other currency whatsoever, intended the provision of the loan also covers without limitation, accepting responsibility by accepting or approving any order, draft, check, promissory note or bill of exchange; b. Grant a contract, purchase order or other agreements relating to spending the moneys belonging to the Chapter with an amount exceeding Rp.250,000,000.- (two hundred and fifty million Rupiah) or if combined with all moneys spent in one calendar year the whole amounts to the value of Rp. 750,000,000.- (seven hundred and fifty million rupiah) or equivalent in any other currency whatsoever; c. Give or amend other agreements entirely or in one action deemed to value exceeding Rp.500,000,000.- (five hundred million rupiah) or equivalent in any other currency whatsoever containing conditions with the duration exceeding 1 (one) year; must gain the prior approval of the Board of Supervisor. Sekarang ini kami sedang konsultasi dengan rekan-rekan di LBH, sambil menunggu konfirmasi dari ISOC pusat. Kalau ISOC pusat sudah konfirmasi bahwa bylaws yang ini memang bukan yang pernah diapprove, maka kami akan menuntut TAP ke pengadilan atas dasar melakukan kebohongan publik serta melanggar UU perbankan yang mana berdasarkan UU tersebut, hanya lembaga keuangan yang boleh meminjamkan uang. Masalah apakah dia sudah mempraktekkan atau tidak, tidak relevan karena bylaws tersebut sudah merupakan pelanggaran. Sehubungan dengan yayasan IDNIC, dia sudah mulai menunjukkan pola yang sama. Seseorang yang transparan akan menjawab "yang menyusun draftnya si A , B, C dan D, kalau ingin draftnya bisa menghubungi langsung ke mereka".
