Not everyone uses distros that ship Pulse by default. In fact, not everyone uses Linux. This is especially true for CDE, as it has what one might call a rather "traditional" UNIX install base by virtue of its history. Plus, the sorts of people that are likely to run a decidedly "retro" desktop nowadays are not necessarily the sorts that are fans of pulseaudio... :) In other words, pulse is standard on some of the platforms that CDE runs on, uncommon on others, and virtually unheard of on others still.
