Multihead in dtwm works in a get-the-job done sort of way. There are many edge cases where the window does not appear on the screen you probably want, etc. Fullscreen depends on the implementation, but is generally broken. Browser videos will fill the browser window. FFPlay will fill across all screens. Others do nothing at all. It's a work in progress. I haven't been using CDE much for the past few years.
