Just go to www.openoffice.org and on the home page you will see a green button to download the latest version.
If you are not sure whether or not you have Java on your system, choose the option 'with Java'. If you are not running windows, scroll down to your operating system, and select the correct one. When asked if you want to'Run or Save ' the file, choose SAVE, and once the download is complete, come off line, and you should find the file in your documents folder. Just double click the logo to start set-up, and follow instructions.
