Hi Jim. Short answer, no you don't have to be registered as an OEM. IIRC, the original idea behind the OEM sub-project was twofold - firstly to collect some statistics, and secondly to provide some sort of mutual support for OEMs.
Unfortunately, the OEM project (like the BizDev project) seems to be completely moribund. There may be some activity there, but if so I'm quite unaware of it. > sorry I worded that question wrong.
