First of all you need to improve your distribution system and not
become blockake for someone who is willing to do the job for a
small fee.
Don't know what you mean: OpenOffice.org doesn't provide a distribution
system for physical media at all.
You may get links to download OOo in different languages, on several
ways (mirrors, P2P etc) or packages like the ISO, but for distribution
of CDs and DVDs we just provide links to a list of community
distributors who accepted to distribute OOo following the rules
described on our website.
You may be a ditributor, but you have no right to a) give anyone
"permission" to distribute,
And that's the only reason why Alex reacted the way he did - The only
one able to grant any permission is the creator or owner of the software.
You are a licensee, and the license grants you the right to distribute,
copy, modify etc the software as long as you follow the restrictions
mentioned there (like providing at least a link to the source code).

Replying in a way as you were the licensor instead of being licensee can
not be supported by people trying to help OpenOffice.org to become the
most used office suite in the world.

understanding, everyone already have the right to distribute, so what

See above: You can't grant any rights or permissions.
If you had written "You are granted the permission to distribute
OpenOffice.org by it's license", nobody would have objected to this part
of your message.
And in describing the way how to become Community Distributor instead of
trying to sell a CD or a DVD, you would just have got agreement by Alex...
