I have you outline a solution. Why dont you publish a paper on a better
design and architecture. Write a word document with the new design.
Why not talk to Kernal Page editor on Linux Weekly News.
http://lwn.net/. They are always looking for news stories.
That is what I would do to get the ball rolling.

ATAPI driver design is a single but very big desaster on Linux.
The relevant people did not yet understand that 1993 has passed.
There is no IDE CDROM anymore but only ATAPI and ATAPI _is_
SCSI over IDE.
