That's absurd. California's budget is between 90 and 120 Billion, depending on how you count. So, a third would be at least 30 billion dollars. Education and Prisons account for around 55 billion. The only line item the right size is Health and Human Services at $28 billion, but that would basically imply every health and social problem is counted as against water. And for the record, our total debt service is (while horrible) still only around 6% of the budget, so even if all infrastructure was counted against water you're still not even close.
