Okay, maybe his point is that the fully-burdened total cost of
providing water to Californians is 30 billion per year, including
infrastructure and opportunity cost and depreciation and pricing each
gallon of water at the full marginal cost.
That might be true, but if so it only proves that clever accounting
can prove almost anything :-)
True, I agree that water is allocated irrationally, and we do need
better methods. Maybe he actually did discuss all that, and said the
30B to get attention. Which suceeded :-)
