Mark, 

Your SDSL (Symetric Digital Subscriber Line) connection should be giving you the same 
up and down so that shouldn't be a consideration.  Like bill said, you will have to 
consider your local providers, your access speeds, and your gauranteed up times. I 
suggest checking around in your local community with others that are using your local 
providers of each of these services. I have used T1 connections and find that there is 
very little down time, usually only during lightning storms. ADSL has become wide 
spread throughtout my local community and I find it has quite a deal of down time, 
mostly due to upgrades to the phone systems.

Thing to remember is what your getting, with the T-1 your getting the same
up as down.  xDSL you usually get throttled going up, but can get in some
cases even faster down.  I have a DSL line and I only get 256k going up, but
I can pull down at 1.6 meg coming down.  I host my development server off of
that and it's fine, but a bigger shop may need more up.  Some DSL companies
will also throttle what your down speed is too, so much of depends on your
providers, both of the T-1 and of the DSL.  Before you just write it off,
look into the pros and cons at the provider level.  In the end the DSL may
be better, or the T-1 may be.  Hope that helps some.  Just my .02.
