I don't know if anyone got back to you but it's in TweakUI alright. I've
attached the screenshot of where the option is and also the executable to
install it. I've used this installable on NT4 and Win2K.

focus switching drives me nuts too! I often start up a slow program and
switch back to email or Word to type while
I wait the 15 seconds for the program to start (eg CF Studio) of course
windoz switchs me out of Word just as I am
typing some evil command. :-(
