The help for TweakUI says it's on the General tab, but I don't see it on
mine. Must be platform-specific. I have
NT 4; might depend on active desktop?

If "Prevent applications from stealing focus" is enabled, applications will
not be allowed to steal focus from the
window you are working in. Instead, their taskbar icon will flash to
indicate that the application is trying to
get your attention.
This is a per-user setting, not supported on all platforms.
