Yes, it should be personal choice but there are some who feel that an official
(like such a thing exists today) ruling is needed. Leave a child alone on a
computer for 5 minutes and who knows what they'll get to. Leave them alone for
10 and they'll be at whitehouse.com without even thinking about it. Isn't
pokeyman.com a porn site?
Point is that those who wrote the ban feel that it's something that's really
important and has to be addressed, even and especially by those who don't think
about it. I know parents who will put their children in front of a TV and just
leave the room for hours. To move from Dragon Tales to hot lesbian priests on
jenny is just one channel. Same with the net.
