Here we have 2 different situations

With a 25 year old having sex with a 16 year old, the 16 year old is
still under the legal "protection" of their parents, therefore it is the
parent's responsibility to ensure that this doesn't happen - it is
within the parent's "remit" to ensure that they don't have sex before
they are of age

With Sodomy, you can have 2 consenting adults, say in their mid-20's -
having sex for them is perfectly legal, so therefore you wouldn't have
anybody "monitor" their activity, so you wouldn't have any way to ensure
that they didn't "break the law" (even though it's now been stated by
someone that the law was repealed)
