this seems to be an Ohio thing.

When I registered my kids at a school in Carlisle Ohio (small town about halfway between Dayton and Cincinnati) their previous school was in Las Cruces New Mexico. The school secretary understood totally: "Sure," she said sympathetically, "you wanted them to get an education in this country."

This was, yes, a symptom of the level of education provided, and we eventually moved on to homeschooling. I subsequently met a homeschooling  family that lived in Cinncinnati whose daughter was born in Albuquerque. The mom had a story about the census-taker who asked about the daughter's visa, since she was born in New Mexico...
