What it looks like Cheney is saying, is that by creating a successful
democracy in Iraq, this will strike a blow to the people who seek to
terrorize the US.

Like I said before, sense the invasion of Iraq, and the removal of Saddam
from power, there have been far fewer terrorist attacks in Israel.

But I'm not the VP, and I don't know what he personally meant, that is just
how I read it.
