system at work.) If the heatsink fan is giving out, the CPU can
quickly overheat. Fortunately with a P4 and its integrated heat
spreader it shouldn't burn it out. But I would try to determine if the
fan losing power is causing the problem or if it's just related to the
same problem. If the power supply is going bad, then this could be a
cause of the fan slowing down. Of course, the fan is powered through
the fan header on the motherboard instead of directly by a molex
connector, so a power drop that would affect the fan would probably
affect the entire motherboard.
BTW, if it is the power supply you can't just swap it out with one
from the store. Dell, in their infinite wisdom, took a perfectly good
ATX power supply and modified the pinouts on their motherboard and
connectors so that they are different from the ATX standard.
