If the United States is directly threatened, or if there was an action by NATO,
or a call by the UN is what I think.


If an Ally of the states was directly threatened as well, it would be required.


But in this case, it was stated that there was a clear and present danger
because of WMD, and that has turned out to be false.


THe question you SHOULD be asking is , if there was no threat of WMD, would the
US still have gone into Iraq?
The answer to that will set the stage for the answers to several other
questions.
