Another thought along the same lines of this might be to incorperate a
series of validation rules on the server-side.  Made a list of "you're
kidding me, right" names, addresses, emails and usernames.  I wouldn't
bother validating passwords... some of the "straightest" people I know
turned out to have the most disgusting passwords (I used to run a BBS, long
story on how I saw them).  If the submission passes muster then just issue
approval programatically (and automatically).  If one of the "sanity checks"
fails, then politely tell the applicant that their request is being
processed and do what you're doing now from there.

Dealing with the occasional bone-head is something anyone running a website
has to deal with.  Even a guestbook can be targeted for "profane
comments"... there's not a lot you can do about it unless you strap down the
access until people are gasping for air.  Administration is the fine art of
giving people what they need, not allways what they want.

Just my thoughts on the issue... time to go blow some brass.  I'm a tuba
player in the community band and we've got a concert today!
