How about this?  With liquor stores open, you need more police to drive by
the liquor stores once in awhile to make sure no minors are purchasing alcohol.
Since police is needed everyday, one can easily see that they can break
through the 40 hour barrier every week if asked to work Sunday - Saturday
for more then 6 hours a day.
So if your area needed a min of 100 PO hours in a week to maintain some
semblance of order, the best scenario would be to have about 17 POs and
give a little OT to one different PO each week.  But let's say you can cut
a couple of hours 3 hours on Sunday.  That is 97 hours a week and then you
can reduce the number of POs to 16 and give some more OT.  But less overall
because it's cheaper to pay 1 extra hour of OT then to have a full person
due to medical and pension.
