This is hardly news to those of us living in San Diego. I have a buddy who used to run crews for a landscaping company. All the guys on the crew were undocumented Mexicans.
Every once in awhile, the INS would swing through on neighboorhood sweeps, pick up his guys and haul them back across the border. Most of them would be back at the job site within 12 hours. It just isn't that hard to get across.
