Channel 200 is a digital channel. The WinFast card can only do analog.

When you get digital cable, the lower set of channels are still analog
while the higher channels are the digital. The digital channels use a
completely different tuner than the analog channels, and the WinFast
card doesn't have a digital tuner.

If that's not frustrating enough, there are different flavors of
digital tuners. For over the air digital, you would need a ATSC tuner.
For digital cable, you would need a QAM tuner. In addition, the
channels you want, like HBO, are encrypted. So just a QAM tuner isn't
enough. You would need a QAM tuner with decryption, which isn't
available.

Bottom line, trying to do what you want to do sucks.
