Thats not exactly true. North Korea has stated that it MUST pursue nuclear weapons in order to deter an attack from the United States. This is a clear indication that it would consider USING those weapons in the event of a war.

That being said, i don't now, nor do i perceive anytime in the future, North Korea to be a threat to the United States.

As for your last paragraph, i'd argue that America has been perceived as a bully for decades now. And if people vote for a particular candidate, I hope they are worried about weightier things than how we are perceived in France.
