That is easy: there is no handshake. The client just starts issueing commands. For a quick example, just go to the command line and type:
telnet newsbin.cistron.nl 119
You will see that you immediately get a connection and can start retrieving groups and messages. Just issue some commands (LIST, HELP etc.) and close the connection with a QUIT.
