would've voted to give the President the authority to go to war, not
that he would've actually done it. He explained that this was because
he felt the President needed that authority in order to pressure
others.
The point is there's a difference between granting someone
discretionary authority and how they use that authority.
It's just like giving your kid permission to stay out until midnight.
The agreement is that the kid will use the privilege responsibly. Mr.
Kerry is claiming Mr. Bush used the authority irresponsibly.
