I think your right, that is what he said.  

I'm not familiar with the entire text of what Kerry voted in favor of....did it explicitly lay out when the President could use this authority? Or did it simply put the discretion of if and when to attack solely in the hands of Bush?

If the latter is true, then wouldn't you have to share the blame if that person then executed the authority that YOU helped grant him, in a manner that you now feel was incorrect?

Using your analogy, if my child is not responsible enough to be out until midnight, and gets himself/herself in trouble as a result, I'm partially responsible for the misconduct by granting the privelege in the first place.

I just don't think that the people who voted for the authorization of force should get off scott free.....
