Something I have never understood about US elections is that voters have to register. What I am used to is that everybody who is 18+ at the time of the vote just receives an invitation in the mail, and then on the day of the vote has to bring the invitation and an ID to the vote. Only if people want to vote in a different district from the one they live they have to register beforehand.
What is the reason that voters have to register beforehand?
