You are registered as long as you keep voting. You loose your registration if you don't vote, and would have to re-register if you decided to start voting again. Thus how you get unregistered when you move, you stop voting where you used to live. And yes, once you are registered to vote someplace you are eligible to vote in all elections that apply to the locality: city, county, state, federal, ect.
