Congress approved the war and the American people
approved it.
France, Germany and Russia didn't. They are also the
countries that were paid off by Saddam to make the
sanctions go away so they could restart the nuclear
program.
So since Kerry approved the war and France didn't
Kerry would not have gone until France gave the go
ahead.
