Mr. Kerry didn't "approve the war." He voted to give Mr. Bush the
*authority* to go to war so that Mr. Bush could leverage the UN to get
inspectors into Iraq.
If you recall, once Mr. Bush got the authority, he got a resolution
from UN stating that Iraq must comply with the UN. This was
diplomatic genius on Mr. Powell's part.
Iraq cooperated - they let in the inspectors. Although they did the
minimum to cooperate.
The problem is, Mr. Bush used his authority as more than leverage
before the UN had finished its work - he used it to actually invade
Iraq. And that's where the dispute begins.
